Restyle my chart in the "Horizon Bands" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a grid operator's control-room wall display. Dense, dark and exact: many long daily series packed into thin folded bands so the eye spots coordinated surges at a glance.

Colors (use these exact values):
- Background: #0D1117 (navy-black). Row well behind each band: #11161D. Row separators: 1px #21262D.
- Positive bands, nearest zero to largest: #1E3A5F, #2F6DB5, #7CC4FF.

- IBM Plex Sans Condensed for words: title 600 26px #E6EDF3 stating the finding; subtitle 400 15.5px #8B949E with measure, unit and period; row labels 500 14.5px, right-aligned 14px left of the bands; key captions 600 11.5px uppercase with 0.8px letter-spacing; key note 400 12px.
- IBM Plex Mono for scales: month labels 400 11px uppercase with 0.8px letter-spacing, key band ranges 400 10px ("0–5%"), crosshair tag 600 11px, crosshair readout 400 11px, source 10px.

Layout:
- Title baseline y 48, subtitle y 74. The crosshair tag sits above the first row at about y 86 to 103.
- Ten rows from y 112, each 36px tall with 5px gaps, spanning x 168 to x 920. Row labels right-aligned at x 154. Separators run from x 40 to x 920 centered in each gap.
- Shared time axis under the last row: 5px month ticks with labels 4px right of each tick.
- Bottom band (about y 555 to 590): a two-line note at left explaining the folding, the source line under it, and the folding key: "ABOVE NORMAL" followed by three 44 x 14px swatches in the blue ramp, then "BELOW NORMAL" with the three orange swatches, each swatch captioned with its range.

Axes and grid:
- No y axis. Every row uses the same band size (for example 5 percentage points per band, three bands = 15 points). Only the shared bottom time axis.
- Crosshair: a 1px #F0F6FC dashed line (3 on, 2 off) through all rows at one date, topped by a 60 x 17px #F0F6FC tag (2px radius) with the date in #0D1117, and a short mono readout to its right (for example the largest value on that date).

Marks:
- Line chart (horizon): for each row, split the series into positive and negative parts. For band k (0, 1, 2), draw the part of |value| between k and k+1 band sizes, scaled to the full 36px, as a filled area rising from the row base. Layer bands darkest first so larger magnitudes read brighter. Negatives are mirrored to rise from the same base and use the orange ramp. No strokes.
- Bar chart: the same horizon rows built from thin daily columns (1px gap) instead of areas, each column stacked from the same three band colors.

Avoid: outlines on the bands, a y axis per row, rows taller than about 40px, gradients, glow, rainbow ramps, more than three bands per sign.

When you're done, render the chart and check that the band size is the same for every row, the key's ranges match it, the crosshair lands on the stated date, and the title's count agrees with the data at that date.
