Restyle my chart in the "Handle Time" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an operations analytics screen for a support desk. Deep teal-black, a faint hex texture, luminous seafoam bars and a coral tail that pulls the eye to the problem cases.

Colors (use these exact values):
- Background: #0A1A1C with a hexagon outline pattern (14px hex radius, 1px white strokes) at 3% opacity over the whole canvas.
- Main bars: #5EEAD4 seafoam. Tail or exception bars, the threshold rule and its label: #FB7185 coral. The tail region gets a coral tint at 4% opacity.

Layout:
- 48px margins. Eyebrow at y 45, title at 90, subtitle at 120. Legend right-aligned above the plot.
- Plot from y 196 to 504, x 96 to 912. X axis title centered under the tick labels. Source left and a definition note right on the bottom line.

Axes and grid:
- 1px #18302F horizontal gridlines at round steps, y labels right-aligned with a small "CHATS" unit label above them. A 1.5px #3B5F5C baseline with 6px ticks at every fifth bin.
- The threshold: a 1px coral dashed vertical rule (3 on, 4 off, 70% opacity) at the boundary with an uppercase label at its top right.

Marks:

Avoid: glows, 3D, gaps wider than 2px between histogram bars, a strong texture (the hexes must stay barely visible), and more than two data colors.

When you're done, render the chart and check that the bins sum to the stated total, the median is computed from the data and its rule sits at the right x, the tail count and percent in the title agree, and the hex texture is barely perceptible.
