Restyle my chart in the "Station Uptime" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a network operations center status board. Dark charcoal, condensed technical type, tabular rows with call signs, and a status color that flips from green to amber the moment something misses its target.

Colors (use these exact values):
- Background: #141619. Header strip and alternate row bands: #1B1E22.
- OK / meeting target: #4ADE80 (green). Missed target: #F59E0B (amber), applied to the bar, the call sign, the bar's value label, the right-hand readout and a 3px left row flag.

Typography (Google Fonts):
- Share Tech for the title (34px #E7EAEE, stating the finding), subtitle (16px #8A9199, with measure, unit, period and the allowance the target implies), site names (15px) and legend (13px).
- Share Tech Mono for the header strip (12px, 1.5px letter-spacing, #8A9199), column headers (11px, 1.2px letter-spacing), call signs and right-hand readouts (15px), bar value labels (12.5px) and the source line.

Layout:
- A 32px #1B1E22 header strip across the top with a 4px green status dot at x 64 and a system path such as "POLARIS RELAY NOC // STATION AVAILABILITY // AUG 2026".
- Title at y 84, subtitle at y 114, 56px margins.
- Rows 34px tall from y 176: call sign at x 62, site name at x 146, bars from x 316 to 790, a right-aligned readout column at x 904 (for availability data, the percentage). Every other row gets a #1B1E22 band from x 48 to 912; each row has a 3px left flag in the status color (green at 35% opacity, amber solid).
- Footer legend at y 573 with 12 x 10 swatches and "Source: ..." right-aligned.

Axes and grid:
- Bar length must be honest: bars always start at zero. When the interesting range is narrow (availability of 98 to 100%), plot the measure that starts at zero instead (outage minutes, or the gap to target) and keep the percentage as the readout column. Axis 0 to a round maximum; vertical 1px #2A2E34 gridlines at each round step through all rows, labeled in the column header row with the unit on the last label ("600 MIN").
- The target converted to the bar's measure (a 99.5% SLA over 44,640 minutes allows 223 minutes): a 1.4px #E7EAEE dashed (4 3) vertical line through all rows, topped by a filled #E7EAEE tag (84 x 18) reading "SLA 223 MIN" in #141619. Skip the gridline label the tag would cover.

Marks:
- Bar chart: 16px square-cornered horizontal bars from zero, green when meeting the target, amber when past it. The value sits 6px past the bar end in 12.5px, in the bar color, on a small patch of the row's background color drawn above the target line so the line never cuts through a number. Missed rows get a small amber triangle before the readout.
- Line chart: 2px #4ADE80 line with 4px square markers, segments and markers below the target turned #F59E0B, the same dashed target line horizontally with its tag at the right, and the row-style header strip kept.

Avoid: bars on a truncated axis, rounded bars, gradients, red, glows, and a separate legend color for anything other than the two statuses.

When you're done, render the chart and check that every bar starts at zero, availability equals 1 minus outage over the minutes in the month, the target line sits at the allowed minutes, exactly the stations below the target are amber, and no label is crossed by the target line.
