Restyle my chart in the "Grant Waterfall" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: the budget bridge in a foundation's board pack, on a dark page. Calm, considered and easy to audit: soft mint gains, muted salmon losses, pale ivory totals, and every step signed.

Layout:
- 56px side margins. Eyebrow at y 60, title at y 100, subtitle at y 128, a small square-swatch legend (12px swatches, 2px radius) at y 150.
- Plot from x 90 to 904, baseline at y 486, with enough headroom above the tallest step for its value and glyph (about 50px).
- Footer: a 1px #1D3F3E rule at y 548, source at the left, net change in 700 ivory at the right.

Axes and grid:

Marks:

Avoid: gradients, shadows, 3D, a non-zero baseline, unsigned change values, red and green at full saturation, and a legend that repeats what the glyphs already say beyond the three swatches.

When you're done, render the chart and check that the running total closes exactly on the ending total, the headline percentage is computed from the two totals, glyphs never collide with the legend or each other, and the thinnest steps are still visible.
