Restyle my chart in the "Glossy Brochure" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a glossy 1980s corporate sales brochure. Deep navy stock, an elegant display serif headline, a thin red accent rule, bright blue bars with crisp shadows and a quote from the president in the margin.

Colors (use these exact values):
- Background: #0F1A3D.
- Bars: a sequential ramp from cobalt #2F5BE0 (first period) to sky #9AD8FF (latest), interpolated evenly.
- Accent red #E0393E for the header rule, the opening quote mark and a short footer rule.
- Bar shadows: #060B1F. Gridlines and dividers: #22305E. Secondary text: slate #9AA6C8. Values and title: #FFFFFF.

Typography (Google Fonts):
- Libre Caslon Display for the title (42px, white, sentence case, stating the finding), the opening quote mark (72px red) and the monogram initials (19px).
- Libre Caslon Text italic 23px white for the quote, 34px line spacing.
- Karla for everything else: eyebrow 12px 700 caps with 3.5px letter-spacing in slate; subtitle 16px slate; values 17px 700 white; axis labels 12px; category labels 14px 500 slate; name 15px 700; title line 13px.

Layout:
- Eyebrow at y 56, title at 106, subtitle at 136, then a 2px red rule across the full content width at y 158.
- Chart on the left (x 64 to 640, baseline y 500); a 1px #22305E divider at x 670; a right sidebar from x 690 with the quote and, below it, a monogram (two concentric sky circles, r 24 at 1.5px and r 19.5 at 0.8px, initials centered) beside the speaker's name and title.
- Footer at y 572: source left; a short 48 x 2 px red rule flush right with a small caps brand line before it.

Axes and grid:
- 1px #22305E gridlines at round values with small slate labels to the left; a 1px slate baseline. No zero label needed.

Marks:
- Bar chart: square-cornered bars 44px wide in the cobalt-to-sky ramp, each with a crisp unblurred shadow in #060B1F offset 6px right and 6px down, and a 2px white highlight line across the top at 55% opacity. Totals in white above each bar.

When you're done, render the chart and check that the ramp runs dark to light in time order, shadows are crisp and consistent, and the quote is true of the data it sits beside.
