Restyle my chart in the "Flip-Dot" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: the electromechanical destination sign on the front of a bus. Round discs flip between matte black and fluorescent yellow-green on visible hinge rods; the headline and every bar are made of flipped discs.

Colors (use these exact values):
- Canvas: #1B1C1E. Display panels: #2B2D30 with a 3 to 4px bezel stroke graded #3A3C40 to #1D1E21 and a 4 to 5px radius.
- Off disc: #121314, as a radial gradient (#26282A highlight at upper left, #121314 at 60%, #0A0A0B edge).
- Lit disc: #D4F53C, as a radial gradient (#F2FF9A highlight at upper left, #D4F53C at 45%, #9DBA1E edge).
- Hinge rods: #55595E, 1px, running horizontally through every row of the chart field; small #6A6E73 pivot blocks (2 x 2.8px) at the left and right edge of each disc.

Typography (Google Fonts):
- Doto (a dot-matrix face) for all live text: subtitle 15px 700; axis labels 14px 700; category labels 14px 800; values 18px 900; notes and source 12px 700.
- The headline is not a font: spell it in a 5 x 7 dot-matrix glyph grid (one blank column between letters) on its own flip-dot strip.

Layout:
- Headline strip at the top, full width minus 40px margins: 9 rows of discs on a 6px pitch (radius 2.4), the text centered on rows 1 to 7, every other disc off. Keep the headline to about 24 characters.
- Subtitle centered at y 116 stating measure, unit and period.
- Chart field below: discs on a 12.5px pitch, radius 5, each with a soft drop shadow (black 45%, offset 0.8, 1.4), inside a panel with 16px padding. About 60 columns by 26 rows.
- Category labels 26px below the panel with the value 22px under each; a scale key at the lower right ("1 disc = 4 departures") with one lit disc beside it.

Axes and grid:
- No gridlines: the disc field is the grid. Y labels left of the panel every 5 discs, each with a 6px tick, aligned to the top edge of the disc it counts up to.

Marks:
- Bar chart: each bar is a block of lit discs 4 columns wide with 2 off columns between bars (1 leading off column), height = value divided by the disc unit, rounded to the nearest disc. Print the exact value under the label, since discs round.
- Line chart: light one disc per column at the value's row, and also light the discs in between consecutive points (a stepped Bresenham path) so the line reads continuously; mark the latest point with a 3 x 3 block of lit discs. Additional series use half the discs (every other column) so they stay distinct in one color.

Avoid: any second lit color, glows, smooth vector bars or lines, text drawn over the disc field, and gradients on the panels.

When you're done, render the chart and check that bar heights in discs match value divided by the unit, the headline glyphs read correctly at thumbnail size, the y labels align with disc edges, and nothing clips at the panel bezel.
