Restyle my chart in the "Fleet Utilization" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a live fleet dispatch board in a transport control room. Gunmetal, rounded state segments, a glowing "now" line and plate-style vehicle badges.

Colors (use these exact values):
- Page: #23282D (gunmetal). Empty track for time not yet elapsed: #2D3339. Hour gridlines: #343B42.
- Primary text: #E8ECEF. Secondary text: #8C959E. Quiet footer text: #6A737C.

Typography (Google Fonts):
- Exo 2 for the headline (700, 27px, #E8ECEF, stating the finding).
- Rajdhani for everything else: subtitle (500, 16.5px, muted), legend labels (600, 14px uppercase, 1px letter-spacing), badge IDs (700, 15px, 0.8px letter-spacing), hour ticks (500, 14px, "06:00" format), row totals (700, 17px), column header and the now pill (700, 12.5px uppercase) and the footer (500, 13px).

Layout:
- 56px side margins. Headline, subtitle, then a legend row of 22 x 12px rounded swatches.
- One row per vehicle, 28px pitch. On the left a rounded plate badge (70 x 22px, fully rounded ends) with the vehicle ID. The bars span about x 150 to 830. At the right edge, a right-aligned utilization figure per row under an "ON ROUTE" header; the best row is printed in cyan.
- Hour ticks every 3 hours under the last row.

Axes and grid:
- Thin vertical hour gridlines behind the rows, no horizontal gridlines, no axis lines.

Marks:
- Bar chart: horizontal stacked bars 16px tall. Each state span is its own rounded rectangle (4px radius, less when very narrow) inset by 1px on each side, so the boundaries read as 2px dark cuts. Time not yet elapsed shows the empty #2D3339 track with 5px radius. A vertical 2px #9EEBFF now line runs through all rows with a soft glow (Gaussian blur 4, merged twice under the line), topped by a 60 x 20px rounded pill reading "NOW 16:30" in page-colored text and a muted "REST OF DAY" tag.
- Line chart: 3px lines in the state colors with rounded 8 x 8px markers, over the same gunmetal page and hour grid, with the glowing now line and the vehicle badges as direct end labels.

Avoid: gradients in the segments, 3D, drop shadows, square-cornered segments, bright white backgrounds, and a light gray that competes with the cyan.

When you're done, render the chart and check that segments never overlap the now line into the future, the cuts between segments are visible at thumbnail size, each row's figure matches its on-route hours, and the glow is not clipped.
