Restyle my chart in the "Fixing Sheet" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an official central bank reference-rate bulletin. Paper-like, ruled, formal and exact, with engraved-banknote security printing on the top edge and a rubber stamp confirming publication.

Colors (use these exact values):

Layout:
- A 22px guilloche strip across the full top edge: six interleaved 0.6px ink sine ribbons (amplitude 7px, wavelength about 57px, modulated by a slower cosine), alternating 75% and 45% opacity, over #E4EDE5, closed by a 1.5px ink rule.
- 56px side margins. Eyebrow, title, subtitle, then a double rule (two 0.8px ink lines 3px apart) across the page.
- Chart on the left (about 55% of the width); on the right a ruled table titled "FIXINGS, 30 SEPTEMBER" (11px 700, 1.8px letter-spacing): 1.4px ink rule above the header and below the last row, 0.8px #D8D2C1 rules between rows, columns Currency (4 x 18px color tab, code over name), fixing value, index.

- Rebase every series to 100 at the first date. Horizontal 0.7px #D8D2C1 gridlines every 2 points; the 100 line drawn 1.1px in ink; a 0.8px ink baseline with 6px ticks at month starts.
- Y labels right aligned 12px left of the plot.

Marks:
- Line chart: straight segments, primary series 2.4px ink drawn on top, companions 1.6px. 3px end dots and the code as a direct label just right of each line end.
- Bar chart: grouped thin square-cornered bars measured as change from 100 (so bars start at the 100 baseline = zero change), primary series in ink, companions in ochre, plum and slate, with the same table and stamp.

Avoid: gradients, shadows, bright colors, rounded UI chrome, sans-serif titles, a legend box (the codes and table serve as the key).

When you're done, render the chart and check that every series starts at 100, the title's percentage matches the primary series' last index value, the table values match the line ends and the guilloche stays inside its strip.
