Restyle my chart in the "Exposure Limits" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a bank's risk committee dashboard. Dark charcoal-maroon, muted rose bars in faint tracks like bullet graphs, cream limit ticks, and a hot red only where something is over its limit.

Colors (use these exact values):
- Background: #1E1416 (charcoal maroon). Bar tracks: #2C2023 with 3px radius.

Typography (Google Fonts):
- Fjalla One for the title (30px, white, stating the finding), the masthead (13px uppercase, 2.4px letter-spacing, rose), column headers (11px uppercase, 1.6px letter-spacing, dim) and category labels (17px, right aligned; white on breached rows).
- Cantarell for all figures and body text: subtitle 400 15px dim; "value / limit" figures 400 12px dim; utilization 700 17px (red when over 100%); scale labels and key 400 12px.

Layout:
- 48px margins. Masthead with the red accent bar, then title and subtitle. Column headers "SECTOR", "EXPOSURE VS. LIMIT" and "UTILIZATION" above the rows.
- Rows 44px apart, sorted by utilization, highest first. Labels end 20px left of the tracks at x 250; tracks run to x 780; utilization is right aligned at x 900 with a small red flag just right of it on breached rows.
- A key along the bottom (rose swatch, red swatch, cream tick, figures note) with the source right aligned.

Axes and grid:
- Dotted vertical gridlines (1px, 2 on 4 off, #3A2A2E) at round values through all rows, labeled below the last row ("$400m").
- No other axis lines.

Marks:
- Bar chart: each row has a 26px track; inside it a 16px square-cornered rose bar from zero to the smaller of value and limit, then a red segment from the limit to the value when over limit. The limit is a 3 x 28 px cream tick. "1,420 / 1,250" sits 10px right of whichever is further out. The flag is drawn as shapes: a 1.8px red pole and a notched red pennant.
- Line chart: one 2px rose line per series with a 1.5px dashed cream limit line, the stretch above the limit redrawn in red at 3px and shaded red at 20% opacity down to the limit, a flag at the peak of each breach.

Avoid: traffic-light coloring of every row, gradients, glows, rounded bars, red on anything within its limit, emoji flags.

When you're done, render the chart and check that utilization equals value divided by limit, red appears only past the limit, flags mark exactly the breached rows, and the rows are sorted by utilization.
