Restyle my chart in the "Expenditure Burn" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Layout:
- 48px margins. Eyebrow y 50 with an award id, title y 86, subtitle y 112.
- A progress strip at y 138 aligned to the time axis: one 8px rounded (4px) segment per project year with 4px gaps, completed years filled aqua at 55% opacity, the current year full aqua; the extension segment in #3B2F5C. Labels ("YR 1" ... "NCE") 28px below, the current one bold white, and the current year named in aqua at the strip's right end.
- Plot from y 212 to 486, x 92 to 860. Legend (short line samples) bottom right, source bottom left.

Axes and grid:
