Restyle my chart in the "Enrollment Projection" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a figure from a school district's long-range facilities plan, presented to a board. Deep navy, calm and deliberate: what happened in solid white, what may happen in dashed gold with an honest uncertainty fan, and the decision point called out.

Colors (use these exact values):
- Background: #0F1B2D (deep navy). The projection period gets a slightly lighter #13223A panel behind it.

Layout:
- 48px margins. Eyebrow at y 50, title at y 90, subtitle at y 118, inline legend at y 146. Plot from x 108 to 850 and y 168 to 508, with right-edge labels past x 862. Footer at y 572 with the source left and "Figure 2.1" right.
- A 290 x 112 method note panel (6px radius) placed in an empty corner of the plot, explaining the projection method in four short lines and ending with a computed comparison to the peak.

Axes and grid:
- Horizontal 1px #22314A gridlines with thousands-separated labels right-aligned 12px left of the plot. No axis lines, no vertical gridlines; 6px tick marks under the x axis every 5 years.

Marks:

Avoid: glows, neon, gradients on lines, a legend box, crowding the fan with labels, starting the projection anywhere but the last actual point, and bright colors other than gold.

When you're done, render the chart and check that the title percentage equals 1 minus the final middle value over the last actual, the note's peak comparison is right, the fan widens over time, and the decision tag does not cover the PROJECTION label.
