Restyle my chart in the "Effective Rate" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a page from a government tax instruction booklet. Orderly, calm and reference-like: a cool blue-gray page, a boxed worksheet tag in the corner, a thin navy rule under the title and exact labels you could look things up in.

Colors (use these exact values):
- Page: #F3F5F8 for the whole canvas.

Layout:
- 56px side margins. Eyebrow at y 50, title at y 92, subtitle at y 122, then a full-width 1px #1E3A8A rule at y 142.
- Worksheet reference tag top right (x 784 to 904, y 34 to 80): a 30px navy cell holding "14" in white Public Sans 700 15px, then "WORKSHEET" (9.5px 600, 1.4px spacing, gray) over "Line 14".
- Plot from x 96 to 786 and y 204 to 500, leaving about 110px on the right for end labels.
- Footer rule at y 556; "Source: ..." left, a folio ("Page 14 of 38", 11px 600, 1px spacing) right.

Axes and grid:
- Horizontal 1px #D5DAE3 gridlines at each y tick; y labels as percentages right-aligned 12px left of the plot.

Marks:
- Line chart: the rule-based series as a crisp stepped staircase, 2.75px navy with miter joins and each step's value (for example "30%") centered 9px above its tread in 12.5px 700 navy. The continuous series as a smooth monotone curve, 3px teal with round caps. Mark the end point and one explained point with 4.5px teal dots ringed by a 2px page-colored stroke. End labels to the right of the plot ("Marginal 38%", "Effective 28.5%"), with a thin 1px ink bracket between them and an italic serif note for the difference ("9.5 pts lower").
- Bar chart: navy bars about 55% of the band width with square corners, the comparison series in teal as a narrower bar or a teal tick line; use the #E8ECF2 alternating bands behind groups and put threshold or target markers along the top edge in the same navy triangle-plus-label form. Value labels 12.5px 700 above bars.

Labels and annotation:
- One short annotation in teal 12px 600 with a second gray line explaining it, placed below the curve beside its dot.

Avoid: gradients, shadows, rounded corners, bright colors beyond navy and teal, heavy borders, and a separate legend box (label series directly).

When you're done, render the chart and check that the steps are perfectly square, the threshold labels sit on their dashed lines without colliding, the end labels are not clipped on the right, and every number in the title and notes matches the data.
