Restyle my chart in the "Dispatcher Load" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a minimal night-shift console. Deep charcoal, quiet gray panels, monospaced numbers and a single cyan accent that carries all of the data and the one highlighted panel.

Colors (use these exact values):
- Page: #121212. Panels: #181818 with a 1px #2A2A2A border and 6px radius; the highlighted panel's border is #06B6D4.
- Accent (every data line, peak dots, peak values, eyebrow, highlighted total): #06B6D4.
- Comparison line (average of all panels): #8A8A8A.
- Text: #EDEDED. Dim text: #8F8F8F. Gridlines: #242424. Baselines: #3A3A3A.

Typography (Google Fonts):
- Exo 2 for the title (700, 30px, #EDEDED, stating the finding), the subtitle (400, 15px dim) and panel names (700, 16px, e.g. "CON 3").
- Roboto Mono for everything else: eyebrow 11px 500 caps with 1.4px letter-spacing in cyan; panel roles 11px caps dim with 0.8px letter-spacing; panel totals 12px 500 right-aligned; legend 12px; axis labels 10px dim; peak values 13px 700 cyan; footer 11px.

Layout:
- Eyebrow at y 52, title at y 88, subtitle at y 114, a one-line legend at y 140 (cyan line "Console", gray dashed line "All-console average", cyan dot "Peak hour"). 40px margins.
- Small multiples in a 3 x 2 grid from y 166: panels about 280 x 180 px with 20px column and 18px row gaps. Each panel has its name, role and total along the top at 24px, and a plot inset 36px left, 16px right, 48px top and 30px bottom.
- Every panel uses the same y scale. Highlight only the panel the title talks about with the cyan border and cyan total.
- Source bottom left and a shift tag bottom right at y 578.

Axes and grid:
- Three faint 1px #242424 gridlines per panel, y labels at 0, the middle and the top only. A 1px #3A3A3A baseline with three time labels (first left-aligned, middle centered, last right-aligned).

Marks:
- Line chart: a 2px cyan straight-segment line with round joins over a 1.4px #8A8A8A dashed (4 on, 3 off) average line. Mark each panel's peak with a 4.5px cyan dot ringed 2px in the panel color and its value 10px above in 13px 700 cyan on a 4px panel-colored halo.
- Bar chart: slim cyan columns (about 60% of the slot, square corners) in each panel, the peak column labelled in cyan, the average drawn as the same gray dashed line across the columns.

Avoid: more than one accent color, gradients, glows, area fills, per-panel legends and independent y scales.

When you're done, render the chart and check that all panels share one scale, the title's totals and peak hour are right, peak labels clear the average line, and only one panel is highlighted.
