Restyle my chart in the "Discharge Hours" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a patient flow review on a clean white page. Two stacked panels tell one story: when patients leave, and how far behind the noon goal the day runs.

Colors (use these exact values):

- Karla throughout. Eyebrow 12px 700 uppercase with 2px letter-spacing in #2F5A8F. Title 28px 700 with -0.4px letter-spacing, stating the share against the goal. Subtitle 15.5px 400 with measure, unit, place, period and n. Panel headers 12.5px 700. Axis labels 11.5px. Bar value labels 11px 500 (before-noon ones in #2F5A8F, the peak one 700). Annotations 12.5px 700.

Layout:
- 56px margins; plot from x 96 to 904.
- Top panel (about 100px tall, y 150 to 250): "Cumulative share discharged", its own 0 to 100% scale with gridlines at 0, 50 and 100%. This is a separate small panel, not a second axis on the bar chart.
- Bottom panel (y 308 to 494): "Discharges per hour" with bars. Between the panels, two short label pairs either side of the noon rule: "Before noon" / "Afternoon and evening" in 12.5px 700 in the matching bar color, with the discharge totals in 12px muted text below.
- A 1px dotted (2 on, 3 off) ink noon rule runs from the top panel's baseline to the bar baseline.
- Source bottom left, an operational note bottom right, both 12px muted.

Axes and grid:
- Bars: 0 to 100 count scale with gridlines every 25, labels right-aligned 10px left of the plot. 1.2px ink baseline. Every hour labeled "00" to "23" underneath (noon bold ink), with "Hour of discharge, 24-hour clock" centered below.
- No vertical gridlines.

Marks:
- Bar chart: one bar per hour, 72% of the slot, 2.5px rounded top corners only, value label 5px above. Before-noon bars deeper blue, the rest muted blue.
- Line chart (the cumulative panel, and the style for any line chart): 2.2px #3A3F47 straight segments stepping through the end of each hour from 0%. A 1.6px orange dashed (5 on, 4 off) goal line runs from the left edge to noon at the goal level, labeled "Goal: 40% by noon" right-aligned above it. At noon a 2px orange stem joins a hollow orange 4px goal dot to a filled 4.5px gray actual dot, and the gap is labeled "18% by noon, 22 points short" in 12.5px 700 just right of noon at the panel's foot.

Avoid: a dual axis on one panel, gradients, rounded bar bottoms, bars in more than two blues, and orange anywhere except the goal.

When you're done, render the chart and check that the cumulative line ends at exactly 100%, the before-noon share in the title equals the sum of the before-noon bars over the total, and nothing in the top panel touches the line.
