Restyle my chart in the "Desk Blotter" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an executive desk blotter in bottle-green leather with brass corners and a gold-tooled border. Old-world, quiet and precise, like a quarterly review read in a wood-paneled office.

- Barlow for figures and small text: subtitle 17px #9DB1A3, actual values 17px 600 cream, variance 12px 500 (brass when ahead, #E0937F when behind), targets on the insert 13px 500, axis 13px, key 13px, roundel label 8px 600 caps with 2px letter-spacing.

Layout:
- A tooled border inset 20px from the edges: a 1.6px gold rule, a dotted fillet 7px inside it (round dots every 5px), and a 0.8px rule 13px inside.
- Brass corner pieces over all four corners: 66px right triangles with the brass gradient, a faint lighter edge, a scored line parallel to the hypotenuse and three rivets.

When you're done, render the chart and check that the count in the title matches the rows at or above target, variance percentages are arithmetically right, target ticks are visible on every band, and the brass corners don't cover any text.
