Restyle my chart in the "Delivery Rounds" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a postal operations performance board on a dark control-room screen. Near-black, one warm signal red for what beat the target, cool gray for what missed it, and a hard white target line everything is measured against. Direct and managerial.

- Roboto Condensed for everything else: eyebrow 13px 700 uppercase with 2.2px letter-spacing in red (organization and period); subtitle 17px 400 muted with measure, unit and what the bars show; legend 14px 500; category names 17px 500; badge codes 10px 700; value labels 15px 700; scale labels 13px 400; "TARGET 95%" 13px 700 uppercase with 1.6px letter-spacing; footnote 12px 500 uppercase with 1.4px letter-spacing; source 13px.

Layout:
- 56px side margins. Eyebrow at y 62, title at y 102, subtitle at y 132, legend at y 164 (14px squares with 2px radius, then labels).
- A left column: a 13px-radius badge ring (1.5px, red or gray by the row's side of the target) centered at x 70 holding the round code, then the category name left-aligned at x 94.
- The target line sits at x 580 with 50px per percentage point; rows are 32px apart starting at y 206, bars 18px tall.
- A 1px #26282C footer rule 26px under the last row, then "Source: ..." left and a right-aligned footnote explaining the badges.

Axes and grid:
- Vertical 1px #26282C rules at each scale step (every 2 points), labeled in % 12px above the first row. No horizontal gridlines and no x-axis line.
- The target is a 2px white vertical line running from 26px above the first row to 8px below the last, labeled "TARGET 95%" centered above it.

Marks:
- Bar chart (diverging): horizontal bars grow from the target line, right in red for values at or above target, left in gray for values below. Round only the outer end (3px radius); the end touching the target line stays square. Sort rows from highest to lowest. Value labels (the actual value, e.g. "97.4%") sit 8px beyond the outer end: white on the red side, #E6E8EB on the gray side, right-aligned for leftward bars.
- Line chart: the white target as a horizontal 2px line with its label; one 2.5px line per series in #E6E8EB, with segments above the target recolored red and below it gray (split the path at target crossings), 4px dots in the segment's color, and the latest value labeled in 15px 700 at the line end. Keep the dark background and vertical scale rules.

Avoid: a centered zero axis instead of the target, gradients, glow, 3D, more than the two data colors plus white, labels inside bars, and em dashes.

When you're done, render the chart and check that every bar starts exactly on the target line, the colors match each value's side of the target, the count in the title matches the red bars, and no value label collides with a category name or badge.
