Restyle my chart in the "Debris Shells" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an orbital census figure from a space situational awareness report. Deep navy space, a glowing planetary limb curving along the bottom, faint concentric orbital shells behind the data, and cool cyan bars with one warm coral warning. Scientific and calm, with a quiet sense of altitude.

Layout:
- 56px side margins. Eyebrow y 58, title y 94, subtitle y 121.

Axes and grid:

Marks:

Effects:

Avoid: stars or starfields, lens flares, glows on the bars or text, more than one warm color, 3D, thick borders, and putting text over the planet's glow.

When you're done, render the chart and check that the title's share matches the data, the coral callout fits inside the canvas, the limb glow is unclipped at the edges, and the lowest bars and labels stay clear of the limb.
