Restyle my chart in the "Cycle to Signature" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a general counsel's board slide. Deep navy, fine precious-metal lines, a literary serif title and a process timeline across the top that sets the scene.

Colors (use these exact values):
- Page: #0E1428 (deep navy).
- Series: #E7C873 (pale gold), #CBD5E1 (silver) and #7DD3FC (aqua). Gold also fills the final pill stage and draws the event marker.

Typography (Google Fonts), lining figures:
- Cormorant 600: title 40px #EEF1F8, sentence case, stating the finding; end-value labels 22px in the series color ("42 days").
- Karla: pill labels 11.5px 700 uppercase with 2px letter-spacing, step numbers 11px 700; subtitle 15px #8791AE; event label 12.5px 700 gold with a 12.5px #8791AE date line under it; axis labels 12.5px #8791AE; year labels 12px 700 #EEF1F8 with 1.5px letter-spacing; series names 12.5px #EEF1F8; source 12px.

Layout:
- Timeline header at y 30 to 58: three 150 x 28 px pills with 14px radius and 46px gaps, joined by a 1px #3A4566 line: "01 DRAFTING", "02 NEGOTIATION", "03 SIGNATURE". The first two are navy with a #3A4566 outline; the last is solid gold with navy text. The organization name sits right-aligned on the same line in small tracked caps.
- 56px side margins. Title baseline y 116, subtitle y 146, plot from x 100 to 700 and y 196 to 492, end labels in a column starting at x 722, source at y 572.

Axes and grid:
- Y labels right-aligned 20px left of the plot with a small "days" unit label above; 1px #1E2742 gridlines every 20, the zero line in #3A4566; no axis lines.
- X labels as quarters, with the year under the first quarter of each year.

Marks:
- Line chart: 2px lines with straight segments and round joins; hollow point markers r 2.6 (navy fill, 1.4px series-color stroke); the final point solid r 4. The silver series is dashed 6 4 as a second cue, since silver and aqua are close for color-blind readers. Label each series at its end: the value in serif, then "<name>, down 34%" under it.
- Bar chart: grouped bars 14px wide per series with 3px gaps, square corners, same three colors; the silver bars get a 45-degree navy hatch at 5px spacing instead of the dash. Value labels in the serif above the latest group only.
- An event marker: a 1.2px gold dotted vertical line (dash 1.5 4, round caps) at the event date, from just above the plot to the baseline, with its label and date to the right at the top.

Avoid: glows, gradients, thick lines, a legend box (label directly), and more than one gold-filled pill.

When you're done, render the chart and check that the end labels do not overlap, the percentage changes in the labels are right, the dashed silver line is distinguishable from aqua, and the pills are evenly spaced.
