Restyle my chart in the "Cyber Orbit" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a late-1990s web portal's mission-control screen. Deep space blue-black, silver chrome and a cool cyan signal glow, with a wireframe globe and orbit rings; futuristic but restrained and readable.

Colors (use these exact values):
- Background: #060B1A, with a large radial lift to #0C1630 centered just below the middle.
- Chrome line layers, bottom to top: #4E5A70, #8E9AAE, #D7DEE8, #FFFFFF. Chrome text: #D7DEE8.

Typography (Google Fonts):
- Orbitron for the title (800, 30px, uppercase, 1.5px letter-spacing, #D7DEE8, stating the finding), year labels (500, 14px, 2px letter-spacing, #8E9AAE) and the footer tag (500, 10px, 2.5px letter-spacing).
- Titillium Web for the subtitle (400, 16px, #7C89A6, measure, unit, period and the headline change), axis labels (600, 14px) and annotations (700, 14 to 15px).
- Share Tech Mono for the readout: 12px label with 1.5px letter-spacing in #8E9AAE, 24px value in #7FD8FF with the glow filter.

Layout:
- 52px left margin. Title baseline at y 88, subtitle at y 150.
- Two thin orbit rings loop around the title: an ellipse about 296 x 36 radius around the title's center rotated -3 degrees (1.2px), and a dashed one about 318 x 40 rotated +2 degrees (0.8px, dash 3 on 5), both stroked with a horizontal gradient from #8E9AAE at 10% to #D7DEE8 in the middle and back to 10%. A small 3px #7FD8FF glowing satellite dot sits on the upper right of the rings. The rings must stay above the subtitle.
- A faint wireframe globe (radius 190) centered behind the plot at about (500, 336): outline, four meridian ellipses and six flattened parallels, 1px, 90% opacity.
- Plot from x 112 to 892, y 196 to 476. Source bottom-left at y 572, footer tag bottom-right.

Axes and grid:
- No axis lines. Gridlines span 20px past the plot on each side and fade out toward both edges: a horizontal gradient of #2A3D6B from 0% opacity at the ends to full between 22% and 78%. 1px, the zero line 1.4px.
- Y labels right-aligned 30px left of the plot ("2M", "4M"). Period labels centered under each span, with a 1px #2A3D6B rule 12px under the baseline spanning each period.

Marks:
- Line chart: a silver chrome tube on a smooth monotone path, round caps and joins: 7.5px #4E5A70, 5.5px #8E9AAE, 3px #D7DEE8 shifted up 0.7px, 1.1px #FFFFFF shifted up 1.4px, over a blurred cyan halo (10px #7FD8FF at 35%, blur 8). A faint area wash of #7FD8FF from 16% to 0%. Every data point is a small glowing ring: r 4.8, #060B1A fill, 1.8px #7FD8FF stroke, with a glow (blur 3.5 merged over the source). The peak and the latest point get larger rings (r 7.5, 2.4px).
- Bar chart: slim vertical bars (about 60% of the band) filled with a horizontal chrome gradient #4E5A70, #D7DEE8, #8E9AAE, square tops with a 2px #7FD8FF glowing cap line; bars start at zero. The highlighted bar gets a cyan glow outline; value labels in Titillium Web 700 #D7DEE8 above each bar.

Labels and annotation:
- Label the peak with a 1px #8E9AAE leader and uppercase Titillium Web 700 14px #D7DEE8 text ("PEAK 4.82M, Q1 2001"); label the latest value in #7FD8FF under its marker.

Avoid: rainbow neon, heavy glows that blur text, solid gridlines running to the edges, a bright globe that competes with the data, and a second y scale.

When you're done, render the chart and check that the gridlines visibly fade at both ends, the orbit rings clear the subtitle, the globe stays in the background, the readout box does not cover the line, and the numbers in the title, subtitle and readout match the data.
