Restyle my chart in the "Curb Occupancy" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a city curb-management study printed for a transportation committee. Practical, legible and a little bit street: pale concrete paper, thin precise lines, and a painted yellow curb running along the bottom edge.

Layout:
- 56px left margin. Eyebrow at y 47, title at 94, subtitle at 124.
- Plot from x 76 to 760 and y 180 to 446; the right 180px hold the direct labels.
- Below the axis: hour labels, price tags, a note explaining the tags, then "Source: illustrative data." at y 546.
- Curb strip at the very bottom: a full-width 12px #F2C400 band at y 566, then a 22px #D9D9D4 gutter with a 3px white dashed line (36 on, 20 off) through its middle, like painted stall markings.

Axes and grid:

Marks:

- Bar chart: slim square-cornered columns (about 45% of the band) in the same series colors, grouped for multiple series, with the target band drawn behind the bars and value labels 12px 700 above each column in the series color.
- Event markers (price or policy changes): a 1px #8C8C86 dotted vertical guide (2 on, 3 off) through the plot and a price tag hanging off the axis: a white 44 x 30 px pentagon pointing up to the axis, 1.2px ink stroke, a 2px punched hole near the point, and the price in 11.5px 800. Move that period's axis label below the tag.
- One callout: a 7px-radius ring around the key point, a 1px ink leader and a short 12.5px 600 sentence.

Avoid: gradients, shadows, thick lines, smoothed curves, a boxed legend, heavy gridlines, and any color other than the three series, the curb yellow and the band.

When you're done, render the chart and check that the target band sits behind the lines, the price tags hang exactly at their change times without covering hour labels, the direct labels at the right do not collide, and the yellow curb strip spans the full bottom edge.
