Restyle my chart in the "Court Docket" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a clerk's performance board for a court system. Dark charcoal blue, parchment type, two-tone timeline bars and a statutory deadline you can see at a glance.

Colors (use these exact values):
- Background: #1A2130. Gridlines and footer rule: #2C3547. Tag outlines: #4A556B.
- Text: #E9DDC3 (parchment). Secondary text: #9FA3A8.

Typography (Google Fonts):
- Libre Caslon Text for the title (27px 700, parchment, stating the finding) and the italic target label (13.5px italic).
- Work Sans for everything else: eyebrow 11.5px 600 uppercase with 2.4px letter-spacing in ochre; subtitle 14.5px #9FA3A8; legend 13px 500; row names 14.5px 500; docket tags 10.5px 600 with 0.8px letter-spacing; axis numbers 12px; values 13.5px 600; notes 12px italic.

Layout:
- 56px margins. Eyebrow, title, subtitle, then a one-line legend: 22 x 10 rounded swatches for each phase and a 2px white tick for the split.
- Each row: a docket tag (a 50 x 20 outlined box, 3px radius, 1px #4A556B, with an ID like "AC-01") at x = 56, the name at x = 120, then the bar. The plot runs from x = 276 to 860 with a 40px row pitch.
- Footer: a 1px #2C3547 rule, source on the left, an italic note on the right.

Axes and grid:
- Months (or the unit) on a TOP axis, every 3 units, with 1px #2C3547 vertical gridlines running down through the rows. An italic "Months from filing" label left of the zero.
- The statutory target as a 1.3px parchment vertical rule dashed 5 on, 4 off, with its italic Caslon label centered above the axis and a small downward triangle pointing at it.

Marks:
- Bar chart: floating horizontal range bars, 16px tall, 3px radius, split into two segments at the intermediate event: slate blue then ochre, butted with no gap. A 2px white tick 8px taller than the bar marks the split. The total is written 10px past the end in 13.5px 600, ochre when it breaches the target and parchment otherwise, with a 5px background-color stroke behind the text so it knocks out the target line.
- Line chart: two 2.5px lines, slate blue for the first measure and ochre for the second, with 4px dots, end labels in the series colors, and the target as the same dashed parchment rule drawn horizontally.
- Sort rows by total, shortest at the top.

Avoid: bright blue or orange, gradients, glows, heavy borders, bottom axes, and a legend that repeats what direct labels say.

When you're done, render the chart and check that the split ticks sit exactly on the segment boundary, the target line's label does not collide with the axis numbers, breaching totals are ochre, and the title's count matches the data.
