Restyle my chart in the "Contamination Rate" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a municipal audit page. Plain white, disciplined slate gray, one alarm red used only for the failing part of each bar. Reads like evidence.

Layout:
- A 4px red vertical bar at x 48 spans the header block (eyebrow, title, subtitle); header text starts at x 66.
- A one-line legend at y 158: slate square "Clean tonnes", red square "Contaminated tonnes", and a sample rate in red 800 ("12.7%") followed by "Contamination rate above the 10% limit", so the rule reads in plain words.
- Plot from x 92 to 904, y 214 to 482. A 1px #E6E9ED rule at y 546; a note on the left and "Source: ..." on the right at y 572.

Axes and grid:

Marks:

Avoid: color on anything that is not failing, gradients, rounded bars, 3D, a second y axis for the rate (print it as labels).

When you're done, render the chart and check that the rates are arithmetically right (contaminated / total), the sort order is correct, the pass/fail rule sits exactly between the last failing and first passing category, and no tag collides with a neighbouring label.
