Restyle my chart in the "Clinic Waits" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a hospital performance chart written for patients, not managers. Calm, warm and readable: plain-language copy, generous type, soft rounded bars, and a clear target with the misses called out gently in coral.

Colors (use these exact values):
- Background #FFFFFF.
- Bars #2A8C8C calm teal. Titles, axis baseline, category names and the target line #2C3E63 soft navy.
- Over-target emphasis #E2725B coral: a 2.5px outline on the bar and a 4.5px dot above it.
- Secondary text #6B7689; faint axis labels and the target label #9AA3B2; gridlines #ECEFF3.

Typography (Google Fonts):
- Lexend: title 600 28px navy with -0.3px letter-spacing, stating the finding in plain words ("Half of our clinics have waits longer than 18 weeks"); subtitle 300 15px #6B7689 explaining the measure in everyday language; value labels 600 17px; category names 500 12.5px navy.
- Lexend Deca: organisation line 500 13px teal, legend 12.5px, plain-language sublabels 11px #6B7689, axis labels 12px #9AA3B2, notes and source 11.5px.

Layout:
- 56px side margins. A small teal circle-plus mark and the organisation line at the top, title, subtitle, then a legend row that explains the outline: a teal swatch "Within target" and a coral-outlined teal swatch plus coral dot "Longer than the 18-week target".
- Plot from x=100 to 904. Each category gets a two-line label: the formal name, then a plain-language gloss ("Ophthalmology" / "Eyes").
- Footer rule #ECEFF3, then a one-line definition of the measure at left and "Source: illustrative data" at right.

Axes and grid:
- Horizontal 1px #ECEFF3 gridlines every 5 units, labels left in #9AA3B2 with a small unit word ("weeks") above the top label. A 1.2px navy baseline. No y axis line.
- Target: a 1.5px navy dashed line (6 on, 5 off) across the plot, drawn over the bars, with a light gray label "Target: 18 weeks or less" on a white patch just above the line, placed where no bar reaches it.

Marks:
- Bar chart: vertical bars 58px wide, top corners rounded 6px, sorted descending. Values in 600 17px white inside the top of each bar (26px down). Bars over target keep the teal fill, get a 2.5px coral outline drawn inset so the height stays true, and a coral dot 13px above the bar.
- Line chart: a 3px teal line with white-centered teal markers (r 5, 2.5px stroke); points over target become coral-ringed with a coral dot above; the same dashed navy target line and label; value labels in navy 600 14px above each point.

Avoid: red-amber-green traffic lights, jargon in the title or subtitle, gradients, shadows, 3D, and more than one warning color.

When you're done, render the chart and check that the title count matches the number of bars over target, value labels never touch the target line, and the legend explains the coral outline.
