Layout:
- 56px side margins. A 1px #34445A rule at y 40, then a header row (agency name left, report name right), title at y 102, subtitle at y 128.
- Plot from x 100 to 772, y 164 to 384; the right margin (x 788+) holds direct end labels.
- A figures table beneath the chart between two full-width 1px #34445A rules (y 432 and 538): four equal columns (actual, projected, target, gap), each with an uppercase header, a large mono value in the series color (the gap in #E8EDF3 with an explicit sign) and a one-line note. 1px #223044 vertical dividers between columns.

Axes and grid:

Labels and annotation:

Avoid: glows, gradients, neon, thick lines for anything but the headline measure, a legend box, and projecting without a visible band.

When you're done, render the chart and check that the gap in the table equals projected minus target, the band starts at zero width at today, the dotted projection starts exactly where the actual line ends, and no end labels collide.
