Restyle my chart in the "Citation Mix" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a parking authority's enforcement dashboard with a wink: the headline is printed on a paper parking ticket, torn from its stub, laid on a deep navy desk. Bright, confident violation colors stacked into tidy columns.

Typography (Google Fonts):
- Oswald for the ticket title (600, 26px, stating the finding), the stub year (600, 30px) and month labels (500, 14px uppercase, 1.2px letter-spacing).
- Roboto Condensed for everything else: ticket header 11px 700 uppercase with 1.6px letter-spacing; subtitle 13.5px 400; legend 15px 500; totals 13.5px 700; axis numbers 13px; bracket note 13px 700 in the series color; source 12px.

Layout:
- Ticket at top left: x 40, y 28, 624 x 118, 6px radius. A stub 104px wide on its left holds the issuer, the year and a ticket number ("No. 0417"), separated by a dotted perforation line (1.6px, 1 on 5 off, round caps) with 9px-radius navy half-circle notches cut at its top and bottom. The ticket's right edge is scalloped with 3.2px navy circles every 12px.
- Header, title and subtitle stack inside the ticket to the right of the stub.
- Legend at top right as a vertical list (14px swatches, 2px radius, 26px row pitch), top of stack first.
- Plot from x 96 to 904 and y 196 to 506.

Axes and grid:
- Horizontal 1px #1E293B gridlines at round values, labels right-aligned 12px left of the plot; a 1.5px #475569 baseline.

Marks:

Avoid: rounded bars, gradients, glows, a boxed legend, white ticket text, and any title that overflows the ticket.

When you're done, render the chart and check that the title fits inside the ticket with the stub notches visible, the totals equal the sums of the segments, the run length and percentage in the title and note match the data, and the stack order matches the legend order.
