Restyle my chart in the "Census Decades" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a page from a printed census reference volume. Quiet pale sage paper, a running head, careful tabular figures, a chart and a small data table side by side.

Colors (use these exact values):
- Page: #EEF2EA (pale sage). Ink: #1E2A24. Secondary text: #5C6A60.
- Census rules and table dividers: #C9D3C4. Horizontal gridlines: #DCE3D7.
- Series, in order: #1F5C99 (blue), #C0552B (rust), #1B8A8A (teal), #8A4C9E (plum), #A8841A (ochre), #5E6B73 (slate gray). Every series also gets a direct label, which is required because rust and teal sit close for color-blind readers.

Typography (Google Fonts):
- Libre Franklin throughout (400, 500, 600, 700, 400 italic), with tabular figures (font-variant-numeric: tabular-nums) for every number.
- Running head: 11px 600 uppercase, 1.8px letter-spacing, #5C6A60 ("TABLE 2.4  POPULATION BY PROVINCE" left, the volume title right).
- Title: 28px 700, -0.3px letter-spacing, stating the finding. Subtitle: 15px 400 #5C6A60 with the measure and base.
- Tick labels 12.5px; series end labels 13px 600 in the series color; table body 12.5px; table headers 11.5px 600; notes 11 to 11.5px italic.

Layout:
- 56px margins. Running head at y 40 over a 1.5px ink rule at y 50. Title at y 92, subtitle at y 118.
- Chart on the left (plot x 96 to 530, y 158 to 506) with room to its right for end labels.
- A data table in the right column (x 676 to 904) aligned to the top of the plot: 1.2px ink rules above the header and below the total, a 0.7px rule under the header and above the total, 0.6px #C9D3C4 rules between rows 34px apart. Columns: a 4px colored dot plus the name, the latest absolute value (right-aligned, with its unit on a second italic header line) and the latest index in bold series color. A bold total row closes it, then a one-line italic note.
- Footer: 1px #C9D3C4 rule, source on the left, a page number right.

Axes and grid:
- Faint vertical rules (0.8px #C9D3C4) at each census year, labeled below the 1.2px ink baseline in 12.5px 500 ink, with a small italic "Census years" under the first label.
- Horizontal gridlines at round values in #DCE3D7, and the index base (100) drawn as a 1px ink dashed line (3 on, 3 off).
- A small "Index" label above the y tick labels in 11.5px 600.

Marks:
- Line chart: 2.2px smooth monotone lines through the census points. Hollow markers (r 3.4, page-colored fill, 1.6px series stroke) only at census years, a filled dot (r 4.6) at the latest point, and the series name 10px to its right.
- Bar chart: grouped vertical bars per census year, square-cornered, series colors, with 2px page-colored gaps between bars of a group, the latest census group's bars carrying their values in 11px tabular figures above, and the same table on the right.

Avoid: legends in boxes, heavy borders, shadows, gradients, dark backgrounds, proportional oldstyle numerals, and markers at non-census years.

When you're done, render the chart and check that end labels do not collide (nudge them vertically if two series finish close), the table columns line up with tabular figures, the table total is arithmetically right, and nothing crosses between the chart and the table.
