Restyle my chart in the "Cap Trajectory" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a compliance chart from a carbon market regulator's annual report. Clean and authoritative: a soft green header band, solid deep teal bars for the limit, crisp outlined bars for what actually happened, and a check tick for every period that met the limit.

Colors (use these exact values):
- Page: #FFFFFF, with a full-width #DDEBDF (soft green) header band 150px tall behind the eyebrow, title and subtitle.
- Limit bars (the cap or target): solid #135E5A (deep teal). The eyebrow and the end label use it too.
- Actual bars: white fill with a 1.5px #3B4A47 outline.
- Met limit: a #2F9A55 filled circle with a white check. Missed limit: a #B4442E outlined circle with a minus.

Typography (Google Fonts):
- DM Serif Display 400 for the title, 30px, #1C2826, sentence case, stating the finding.
- Work Sans for everything else: eyebrow 11.5px 600 uppercase with 2.2px letter-spacing in teal; subtitle 14px #62706C with measure, unit and period; axis numbers 12.5px; year labels 12.5px 500 (latest actual year 700); end label 12.5px 700 teal with an 11.5px muted line under it; legend 12.5px 500; source 11.5px.

Layout:
- 56px side margins. Eyebrow at y 50, title at y 94, subtitle at y 124, all inside the header band.
- Plot from x 96 to x 904, y about 196 to 520. Legend on one line at y 568 on the left, source right-aligned on the same line.
- Future periods with no actual data sit in a #F4F7F5 zone labeled "CAP SCHEDULE ONLY" (10.5px 600 uppercase, 1.8px letter-spacing) with a small note under it.

Axes and grid:
- Horizontal 1px #E4EAE6 gridlines, a 1.2px ink baseline, the unit ("Mt") above the top axis label.
- No vertical gridlines.

Marks:
- Bar chart: pairs of 20px square-cornered bars with a 3px gap: the solid teal limit bar on the left, the outlined actual bar on the right. Periods with only a limit get a single centered teal bar. Labels and annotation:
- Label the final limit value at the end of the reduction line, right-aligned just above it, in 12.5px 700 teal with the annual reduction in 11.5px muted below.

Avoid: gradients, rounded corners, shadows, filled actual bars, a dual axis, and more colors than teal, the outline gray and the two status colors.

When you're done, render the chart and check that the check ticks match the data (actual at or below the limit), the dashed line passes through every limit bar top, the title's streak count is right, and the title fits within the header band width.
