Restyle my chart in the "Call to Dispatch" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a computer-aided dispatch (CAD) report screen in a 911 center. Clean white workspace, a gray tab strip across the top, monospaced readouts, thin precise lines and one pale green band showing the performance standard.

Colors (use these exact values):
- Page: #FFFFFF. Tab strip: #E5E7EB with a 1px #D1D5DB bottom rule and tab dividers.
- Series: #DC2626 (fire red), #2563EB (EMS blue), #374151 (police dark gray). For other data, keep this order: red, blue, dark gray.
- Standard band: #DCFCE7 fill, its dashed edge and label #15803D; gridlines inside the band #BBF7D0.

Typography (Google Fonts):
- Hanken Grotesk for the title (700, 29px, -0.4px letter-spacing, #111827, sentence case stating the finding) and the subtitle (400, 16px, #6B7280, measure, unit, place and period).
- Ubuntu Mono for everything else: tab labels 14px (active tab 700), axis labels 14px #6B7280, end-of-line labels 14px 700 in the series color with a 13px #6B7280 value line below, callout 14px 700, footer 13px.

Layout:
- A 44px tall full-width tab strip at the top. The first tab, "ALL DISCIPLINES", is active: white, 150px wide, rounded top corners (4px), merging into the page. The remaining tabs double as the legend: a 12px rounded (2px) square in the series color followed by the name in caps, separated by 1px vertical dividers. Right-aligned in the strip, a report id in 13px mono #6B7280.
- Title at y 98 and subtitle at y 126, 40px left margin.
- Plot from x 88 to 800, y 168 to 500, leaving about 120px on the right for end labels.
- Footer: a 1px #E5E7EB rule at y 548, "Source: ..." left and a "REPORT GENERATED ..." timestamp right, both 13px mono #6B7280.

Axes and grid:
- Y labels end-aligned 10px left of the plot with a unit suffix ("60s"). Horizontal 1px gridlines only, no vertical grid, no y-axis line.
- A 1.2px #111827 baseline with 5px ticks at each category and month labels in caps centered 24px below.

Marks:
- Line chart: thin 2px straight-segment lines with round joins, each point a 5px hollow square (white fill, 1.5px stroke in the series color). Behind the lines, a #DCFCE7 band from 0 to the standard (60 s) with a 1.2px #15803D dashed top edge (6 on, 4 off) and the label "60-SECOND DISPATCH STANDARD" in 13px 700 #15803D inside the band's top left. End each line with a 12px 1px leader, the series name in caps and the last value ("54s DEC") beneath.
- Bar chart: thin grouped bars (about 10px each, 2px apart) in the three series colors, square corners, on the same white page and green standard band; hollow-square markers are replaced by a 13px mono value label above each bar in the series color.

Labels and annotation:
- Mark the moment a series crosses the standard: a 7px radius hollow circle (1.2px stroke in the series color) on the point, a 1px vertical leader to a white box with a 1px series-color border and 3px radius, text like "SEP: EMS 59s" in 14px 700 mono. Place the box in clear space between lines.

Avoid: shadows, gradients, smoothing, thick lines, a separate legend box (the tabs are the legend), vertical gridlines and color outside the palette.

When you're done, render the chart and check that the tab strip reads as the legend, end labels do not collide, the callout box does not cover any line, and the title's claim matches the data.
