Restyle my chart in the "Budget Execution" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a finance ministry's spending monitor on a dark screen. Calm dark slate, a progress strip across the top, thin bright lines against a dashed reference pace, and monospaced figures.

- Red Hat Mono for everything else: progress captions 500/600, 10.5px, uppercase, 1px letter-spacing; subtitle 400, 13px, muted; axis ticks 11px; month labels 10.5px uppercase; reference legend 600, 10px, 1px letter-spacing; value lines 11.5px; source 10.5px.

Layout:
- Top edge: a progress strip of 12 equal segments (6px tall, 1px radius, 2px gaps) spanning the margins; filled segments #475569, the current period's segment white. Under it, a caption left ("FY2026 · FISCAL YEAR ELAPSED") and a status right in white ("12 / 12 MONTHS · 100% · BOOKS CLOSED").
- Title and subtitle below, then the plot panel filling the rest (x 56 to 904). Plot inside from x 104 to 724; the right 150px of the panel holds direct labels. Source note under the panel.

Axes and grid:
- Horizontal gridlines 1px #263140 at 0, 25, 50, 75, 100%; tick labels muted, right-aligned. Month labels centered in each month band, the last month in white; 5px ticks between months. No axis lines.
- The final period band is lightly shaded (white at 5% opacity) and captioned "YEAR-END" above the plot in muted small caps.

Marks:
- Line chart: cumulative series as 2px lines with straight segments and round joins, a hollow marker (r 2.5, panel fill, 1.5px series stroke) at the second-to-last point and a solid dot (r 3.5) at the last. The reference pace is a 1.4px white line dashed 6 5 at 85% opacity from 0 to 100%, keyed by a small dashed swatch and "EVEN PACE, 1/12 OF BUDGET PER MONTH" at the top left of the panel.
- Bar chart: grouped or cumulative columns in the same four colors, 2px corner radius on top, with the even pace drawn as a white dashed step or line over them and the final period band shaded the same way.
- Direct labels at the right: series name in its color, then "96% +24 in SEP" with the final value in white and the last-period jump highlighted (700, series color) when it is large (20 points or more), otherwise muted. Leader lines 1px in the series color at 80% opacity; nudge labels at least 34px apart.

Avoid: glows, gradients, thick lines, a separate boxed legend, and labels floating on top of the lines.

When you're done, render the chart and check that the four colors stay distinguishable (names are always attached), the jumps in the labels equal last minus second-to-last, the title's claim matches the data, and nothing collides at the crowded top-right end of the lines.
