Restyle my chart in the "Billboard Bars" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a hand-painted roadside billboard from the 1930s. Sunny, loud and flat: one mustard field, big tomato red shapes with hard navy shadows, a slogan band and chunky slab type readable from a moving car.

Colors (use these exact values):
- Field: #F2C14E (sunny mustard) for the canvas.
- Tomato red: #E4472F for every data mark, the badge and the slogan band dots.
- Navy: #1F2E5A for the slogan band, hard shadows, title, value labels, year tags, baseline and the bottom strip.
- White: #FFFFFF for the slogan, text on navy tags, the badge ring and the "RECORD" chip.

Typography (Google Fonts):
- Alfa Slab One for the title (36px navy, sentence case, stating the finding) and value labels (19px navy).

Layout:
- A full-width navy band 48px tall at the top with the slogan centered and a 4px tomato dot either side of it.
- Title at x 48, baseline y 108; subtitle at y 140.
- A round brand badge at the top right (center about 856, 112): a tomato disc of radius 44 with a 2px white ring at radius 37, two lines of white condensed caps split by a short white rule, and a navy shadow disc at 35% opacity offset 5px down and right.
- Plot from x 48 to 912, baseline y 478; "Source: ..." and the brand line at y 568; a 12px navy strip along the very bottom edge.

Axes and grid:
- No y axis and no gridlines. A 4px navy baseline across the plot.
- Each category label sits in a navy tag (54 x 24, radius 4) 14px below the baseline, white text centered.

Marks:
- Bar chart: flat square-cornered tomato bars about 64% of the band (50px at 11 bars). Behind each bar a solid navy shadow of the same width offset 8px right and 8px down, cut off at the baseline, so each bar reads as a painted slab. Value labels 12px above each bar. Mark the lowest bar with a small navy "LOW POINT" caption above its value and the record with a white chip (76 x 22, radius 3) holding "RECORD" in tomato.
- Line chart: a 7px tomato line with square joins over a navy copy of the line offset 6px right and 6px down; square tomato markers (14px) each with its own navy offset square; values in Alfa Slab One above; categories in navy tags under a 4px navy baseline.

Avoid: gradients, soft shadows or blur, gridlines, thin strokes, rounded bars, and more than these four colors.

When you're done, render the chart and check that every shadow falls to the lower right by the same offset and stops at the baseline, the badge text fits inside its ring, and the tags line up evenly under their bars.
