Layout:

Avoid: thick lines, area fills, drop shadows, a boxed legend, more than one callout, and letting the hexagon tags drift from the series colors.

When you're done, render the chart and check that the busy hour really has the highest total, the percentages are value divided by capacity, the callout box contains its text, and each hexagon tag matches its line.
