Restyle my chart in the "Ballot Turnout" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: an election-night results board. Crisp, dark and data-dense but calm: stacked bullet rows in a single violet hue, bright white targets, condensed caps names and an at-a-glance met or missed column.

Colors (use these exact values):
- Page: #141416 (near-black charcoal).
- Qualitative ranges behind each row, a dark single-hue violet ramp: #25212F (low), #322B47 (moderate), #453A66 (strong).
- Actual value bar: #CDBBFF (pale lavender).
- Target tick and reference line: #FFFFFF.
- Accent for the eyebrow and the "met" badge: #8A68E8 (violet).
- Secondary text: #A09CAE. Dim strokes (missed badge ring, ticks): #5E5A6B.

Typography (Google Fonts):
- Barlow Condensed for labels: row names 600 16px uppercase with 1.2px letter-spacing in white, right-aligned; column heads 600 12px uppercase with 1.6px letter-spacing in #A09CAE; the eyebrow 600 14px uppercase with 2.4px letter-spacing in violet; the reference label 700 12px uppercase with 1.4px letter-spacing in white.
- Barlow for values and text: title 600 28px white stating the finding with the count; subtitle 15px #A09CAE; actual values 600 16px (white when met, #A09CAE when missed); target values 400 14px #A09CAE; axis and key labels 12 to 12.5px.

Layout:
- 56px side margins. Eyebrow at y 58, title at y 96, subtitle at y 122.
- Rows 32px apart starting at y 186, sorted by value descending. Names end at x 184; the bullet scale runs from x 200 to 740; value columns right-aligned at x 820 (actual) and 870 (target); a badge column centered at x 897. Column heads 14px above the first row.
- Axis labels under the last row, then a one-line key at y 562 (the three ranges, the actual bar and the target tick) with the source right-aligned.

Axes and grid:
- No gridlines and no y axis. A percentage axis under the rows with 5px #5E5A6B ticks and labels every 20 points.
- One dashed white reference line (1px, 3 on 3 off, 85% opacity) spanning all rows at the overall average, labeled above the rows.

Marks:
- Bar chart: bullet rows. Each row has a 20px-tall band split into the three qualitative ranges, an 8px-tall lavender actual bar centered in it from zero, and a 3 x 26 px white target tick. The badge column shows a filled violet circle (r 9) with a charcoal 2px check when the target was met, or a #5E5A6B outlined circle (1.3px) with a #A09CAE dash when missed.
- Line chart: one row per series as a slim sparkline strip: the same three range bands as horizontal stripes behind a 2px lavender line, a white target dash at the latest period, the latest value and target in the right-hand columns and the same check or dash badge.

Avoid: multiple hues, red and green for pass or fail, rounded bars, gradients, glows, gridlines and any legend beyond the single-line key.

When you're done, render the chart and check that the count in the title matches the badges, every target tick is fully visible above and below its band, row names don't collide with the scale, and the average line's label is arithmetically right.
