Restyle my chart in the "Baggage Delivery" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: the arrivals hall at night. Charcoal walls, yellow carousel number badges you can read from across the hall, and warm orange bars that heat up from first bag to last bag.

Colors (use these exact values):
- Background: #1A1A1A (charcoal).
- Badge yellow: #FACC15 for the numbered row badges, with the number in #1A1A1A.

Row names 600 14px white with a 400 11.5px #A3A3A3 descriptor below. Value labels 600 12.5px (start) and 700 12.5px (end). Standard label 600 10.5px uppercase with 1.2px letter-spacing. Axis numbers 400 12px, the standard's value 600 white. Footer 11.5px.

Layout:
- 56px margins. Title baseline 66px, subtitle 94px, legend row at 128px (a 64 x 12 px pill with the gradient, "First bag to last bag", then a short white dashed tick and "Service standard, 25 min").
- Eight 42px rows from y 172. Each row: a 34 x 30 px yellow badge with 5px radius at x 56, then the row name and descriptor at x 102.
- Value axis from x 272 to 880, 0 to 40 minutes. Axis numbers below the last row, the last one with its unit ("40 min").
- Footer at 574px: source left, and a key for the late marker right.

Axes and grid:
- Vertical 1px #2C2C2C gridlines every 5 minutes, skipping the standard. No horizontal lines, no axis lines.

Marks:
- Bar chart (range): each row a 14px-tall fully rounded bar (radius 7) from the start value to the end value, filled with the pale-to-deep orange gradient scaled to the bar itself. Start label right-aligned 8px before the bar, end label 8px after it with a 5px #1A1A1A knockout stroke (paint-order stroke). Rows whose end breaks the standard get a small r 3 #EA580C dot 32px past the bar end.
- Line chart: two 2.5px lines, #FDBA74 for the start measure and #EA580C for the end measure, with the band between them filled by the same horizontal gradient at 25% opacity; yellow badges label the categories along the x axis.
- Standard: a 1.5px #F5F5F5 vertical dashed line (4 on, 3 off) running from above the first row to the axis, labeled "25 MIN STANDARD" at its top.

Avoid: rectangular bars, multi-hue palettes, gradients anywhere but the range bars, drop shadows, badges in any color but yellow, and gridlines brighter than the data.

When you're done, render the chart and check that the title count matches the rows past the standard, no end label is cut by the dashed line, the badges line up with their bars, and each gradient runs light to dark within its own bar.
