Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a confidential board-pack page on people risk. Dark forest green, soft metallic gold, and a clear threshold that tells leadership when to act.

Layout:
- 56px margins. Eyebrow, title, subtitle, then a one-line legend (short 2.5px line swatches for each series, a 24 x 14 tinted rectangle for the band).
- Plot from about x 76 to x 800, leaving room on the right for end labels. Footer rule near the bottom with the source line left and "CONFIDENTIAL · BOARD PACK" (10.5px 600 uppercase, 1.8px letter-spacing) right.

Axes and grid:
- Horizontal 1px moss gridlines at even steps with percentage labels right-aligned left of the plot. No y-axis line.
- A 6px tick and a year label at each January; smaller 4px moss ticks at the other quarter starts.
- The threshold is a full-width 1.2px dashed line (5 on, 4 off) with its caps label ("LEADERSHIP REVIEW TRIGGER 15%") sitting 8px above it at the left.

Marks:
- Line chart: smooth monotone curves, primary 3px and secondary 2.5px, round caps, with the benchmark band drawn behind as a smooth filled ribbon. Hollow rings at each quarter end: 3.5px radius, 1.6px stroke in the series color, filled with the background. The peak point gets a larger 6px ring with a 2.2px stroke and a callout: a 1px #EDEBDD leader angled up-right then flat, with a bold value line and a muted reason line.
- Bar chart: slim square-ended gold bars (about 45% of the band) for the primary measure with lichen bars grouped beside them, the benchmark range drawn as a 13% gold band behind, bars above the threshold keep their color but get a 1.5px #E0876A top edge; label the peak bar with the same callout.

Avoid: neon glows, pure black or pure white, gradients on marks, filled circles at every point, and red fills (the threshold stays a line).

When you're done, render the chart and check that the title's count of periods above the threshold matches the data, the peak callout names the true maximum, rings sit only on quarter ends, and the band stays behind both lines.
