Restyle my chart in the "Atlas Plate" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a numbered plate from a fine nineteenth-century engraved atlas. A clean white page inside a map neatline with a black-and-white degree band, a centered small-caps title over an ornamental rule, and marks colored like hand-tinted political territories.

Colors (use these exact values):
- Page: #FBFAF5. Ink for the neatline, title, labels and values: #23201C. Secondary text: #6B6259. Graticule gridlines: #C9C2B6.

- Cormorant SC for category labels (600, 19px, 1.2px letter-spacing, right-aligned 14px left of the bars) and the eyebrow above the title (600, 17px, 4px letter-spacing, #6B6259, centered).
- Cormorant Garamond for the title (600, 34px, centered, stating the finding), the subtitle (italic 400, 18px, #6B6259, centered, measure and unit), "Plate XIV" (italic 500, 18px, #6B6259, top right, right-aligned 54px from the edge), value labels (600, 18px), axis numbers (500, 15px, #6B6259) and the footer (italic 15px).

Layout:
- Neatline: an outer 1.4px ink rectangle inset 18px, an inner 0.8px rectangle inset 26px, and the 8px band between them filled with alternating 36px ink and page-colored segments on all four sides (degree ticks). A hairline 0.6px outer rule 6px outside it.
- Eyebrow at y 70, title at y 110, ornamental rule at y 128, subtitle at y 154, all centered. The plate number sits on the eyebrow's baseline at the right.
- Ornamental rule: two 136px 0.7px ink lines leaving a 28px gap in the center, a 14 x 10 px solid ink diamond in the gap, and 1.6px ink dots just outside each line's ends.

Marks:
- Bar chart: horizontal bars sorted descending, 22px tall on 36px rows, square corners. Each bar is filled with its tint, with an inner band like old map coloring (a 4px stroke of the edge color at 35% opacity inset 2.5px) and a crisp 1px outline in the edge color. Value labels 10px past the bar end in ink.
- Line chart: lines in the edge colors (2px) over a 7px-wide underlay of the matching pale tint, like a tinted border on an old map, with small open circles (r 3.5, page fill, 1.2px edge-color stroke) at each point and direct small-caps labels at the line ends. Keep the same graticule, scale-bar x axis and neatline.
- Tints are decorative and categorical; if the colors must encode series, label every series directly too.

Avoid: saturated colors, gradients, shadows, rounded corners, sans-serif type, oldstyle (descending) numerals, a legend box, and anything that breaks the symmetry of the centered header.

When you're done, render the chart and check that the degree band alternates cleanly around all four sides, the header is centered, nothing crowds the neatline, figures are lining, and any share or total in the title and footer is arithmetically right.
