Restyle my chart in the "Arrival Waves" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a harbor master's ledger at night. Deep blue-green paper, a manifest-style header, and one smooth cream line rising and falling in waves, with gold hairlines for notable sailings.

Colors (use these exact values):
- Background: #10231F (deep blue-green) with a soft radial vignette to black at 35% opacity at the edges.

Layout:
- 56px side margins. Title and subtitle at the top.
- A manifest header row across the full width: a cream 1px rule (70% opacity) with a 0.6px rule 3px below it, four equal cells (for example port, period, total, peak) separated by 0.8px cream dividers at 25% opacity, each with a small-caps key and a value, closed by a 0.6px rule.
- The plot below from about y 236 to y 520, source bottom-left and a ledger folio ("HARBOR REGISTER, SHEET 3 OF 9") bottom-right.

Axes and grid:
- Horizontal gridlines only, 1px #3C7468, dash "1 5" with round caps. Y numbers to the left, right-aligned.
- A cream baseline at 60% opacity with 5px ticks and labels every 10 years.

Marks:
- Line chart: one smooth monotone-cubic line, 2.4px cream, over the cream gradient area. Mark the peak with a 4.5px ring (background fill, 2px cream stroke) and its value 10px to the right.
- Bar chart: slender cream bars at 55% of the band with square corners, filled with the same top-to-bottom cream gradient and a 1.5px solid cream cap on each bar top; the peak bar solid cream.

Avoid: multiple line colors, markers on every point, solid gridlines, sans-serif type, and neon glows.

When you're done, render the chart and check that no ship label touches the line or the peak label, the gradient fades to nearly nothing at the baseline, and the header totals match the data.
