Layout:
- 56px side margins. Eyebrow at y 60, title at y 104, subtitle at y 134, a legend row at y 180 (14px squares for the bar colors, a small cream step glyph for the limit).

Avoid: a second y-axis, gradients, rounded corners, glow, cream used for anything but the limit and key text, and labels that sit on the limit line.

When you're done, render the chart and check that every bar starts at zero, rust caps appear exactly where the value exceeds the limit, the stepped line changes only at band edges, and the balance equals the sum of the limits minus the sum of the bars.
