Restyle my chart in the "Age Bands" style described below. Keep my data, chart type, title meaning and units; change only the presentation. Use the charting library this project already uses (plain SVG if there is none). If the library can't express a detail, draw it in a custom layer instead of dropping it. Measurements assume a 960 x 600 chart; scale them proportionally.

Mood: a page from an official population register. Cream paper, double-ruled running head, a framed total in the corner and a quiet sage histogram where one group of bars is singled out by a dark green outline and a bracket.

Layout:
- 56px side margins. Running head at top left with a double rule under it (1.2px ink, then 0.5px ink 3px lower), ending before the total box.
- Total box top right, 188 x 104 px: a 1.4px dark green frame with a 0.5px inner frame inset 4px; inside, a small uppercase "TOTAL POPULATION", the big serif figure and an italic caption.
- Plot from x 104 to 904, y 196 to 470. Under the axis, group labels ("Under 15", "15 to 64", "65 and over") centered under 1px rules that span each group, with each group's share.

Axes and grid:

Marks:

Avoid: gaps between histogram bars, rounded corners, gradients, shadows, bright colors, and outlining bars outside the highlighted group.

When you're done, render the chart and check that the bracket's share equals the highlighted bands' sum divided by the total, the group shares add to 100 within rounding, and the title does not run into the total box.
