Registry of governance reason codes

Determine whether the Agent Status Protocol should define a registry of governance reason codes so that alerts from different sentinel implementations can be compared.

Background

Governance events may include short machine-readable reason codes, but the draft does not establish a shared registry. A standardized registry could improve interoperability among Sentinel Agents and Coordinators by making reasons such as data exfiltration or suspected collusion comparable across implementations.
