Bindings for deployments without a dedicated status server

Determine whether bindings should be defined for Agent Status Protocol deployments without a dedicated status server, including in-band Open Floor Protocol or MQTT bindings, and whether event signing should then be mandatory.

Background

The draft permits the functions of a status server to be embedded in another component or distributed through a message broker or conversation protocol. Such topologies weaken centralized authority and may lack a component that verifies credentials at ingestion, raising unresolved questions about binding design and the need for signed events.
