Authority of peer health observations

Determine whether repeated health observations from several independent peers should be able to change an agent’s health state and, if so, establish the required quorum.

Background

The current observation rules expose peer observations alongside an agent’s self-reported health without replacing it. The unresolved issue is whether agreement among multiple independent peers should confer sufficient authority to alter the authoritative health state, and what quorum or threshold would be appropriate.
