Agent registration discovery

Determine how observers should discover where agents are registered, particularly in deployments containing multiple status servers.

Background

The draft places agents within deployment-specific status-server scopes and explicitly leaves discovery of status servers outside the core protocol. In multi-server environments, observers may therefore lack a standardized mechanism for locating an agent’s registration, which remains unresolved.
