Separation of specification layers

Determine whether the Agent Status Protocol state vocabulary, event layer, and behaviour layer should be published as three separate documents.

Background

The draft defines three independently adoptable layers: state vocabulary, event transport, and server behaviour. It remains unresolved whether this modularity should be reflected editorially through three separate standards documents rather than one specification.
