Capability updates after registration

Determine whether the Agent Status Protocol should define an event for updating an agent’s capabilities after registration, including when an Open Floor Protocol agent publishes a new manifest.

Background

Capabilities are currently supplied in the registration event. Open Floor Protocol manifest publication can occur as a later exchange, creating a possible mismatch between registered capabilities and current capabilities. The draft leaves unresolved whether such changes require a dedicated event type.
