Unconstrained selection of capability change surfaces

Determine how an unconstrained agent selects among Tool, Skill, Agent, Workflow, Connector, Environment, Memory, and Plugin change surfaces when addressing a capability gap.

Background

AgentEvolver supports evolution across eight heterogeneous capability families, but the application cases prescribe which families are changed. Consequently, the reported evidence does not establish how an agent would independently choose the appropriate change surface when no family is specified in advance. Resolving this question would characterize the agent’s capability-design policy rather than merely evaluating the execution and retention mechanisms supplied by the framework.

Prescribed component families leave open how an unconstrained agent selects a change surface.
