Model cross-market portability and mutual recognition of DCGO certifications

Develop a multi-market model in which Data Credit Guarantee Organization certifications may or may not be mutually recognized, and determine how cross-market portability of trust affects data-market outcomes.

Background

The study evaluates DCGO within a single market and therefore does not test its central institutional claim that certification can be carried across marketplaces and data spaces. A multi-market model would allow analysis of interoperability, differences in recognition regimes, and the consequences when certifications issued in one market are accepted or rejected in another.

Our simulation also targets a single market and does not model the cross-market portability of trust itself; a model with multiple markets in which DCGO certifications are or are not mutually recognized is future work.
