Measure real-world wish submission and offer-declination behavior

Determine how many ranked shift wishes real members submit and how many allocation offers they decline when the ranked-wish allocation method is deployed for an actual experimental particle physics collaboration.

Background

The paper evaluates its allocation method only on synthetic collaboration data and reports that no real period has yet been allocated from ranked wishes. Consequently, the empirical behavior of real participants remains unmeasured, particularly their willingness to submit ranked wishes and their decisions to accept or decline proposed seats.

These quantities matter operationally because the method relies on members over-wishing to provide the allocator with room to satisfy institutional quotas, while offers are not bookings unless members accept them. The authors identify the first real deployment as the source of data needed to assess these aspects of the system.
