Recovery of capability-development cost through local speedups

Determine whether the savings from a local operation speedup are sufficient to recover the cost of developing and evaluating the retained capability.

Background

The Godot case reports a local latency reduction for a retained brightness-analysis Tool, but the measured invocation savings are not compared with the complete cost of candidate construction, evaluation, failed attempts, and retention. Thus, the evidence does not establish whether the capability produces net savings over its eventual usage horizon. Resolving this problem requires accounting for development overhead, later-consumer frequency, operating conditions, maintenance, and possible regressions.
