Treatment of part-time employees in reported working hours

Determine whether and how part-time employees are incorporated into establishments’ reported average contractual weekly working hours after exits from collective bargaining coverage.

Background

The main outcome measures the establishment-level average of contractually agreed weekly working hours among full-time employees, and the survey does not provide comparable information for part-time employees. Because part-time workers may have different working-time preferences and adjustment patterns, the interpretation of the establishment-level measure may depend on how respondents account for them.

The paper explicitly identifies as unresolved whether, or in what manner, part-time employees are considered when establishments report the average working hours used in the analysis.

References

The survey provides no comparable information for part-time employees, and it remains unclear whether or how they are considered when establishments report this average.
