Unclear fairness of applying Cambridge-derived filters to RRG universities without HR data

Ascertain whether using Cambridge-specific HR-derived filters on HESA data for Remaining Russell Group (RRG) universities yields a fair and commensurate comparison of vacancy creation rates, given institutional differences and the absence of HR data from those universities.

Background

The Data Report constructs EJRA-eligible cohorts using Cambridge HR data and then applies the same filters to HESA data from other universities, despite lacking equivalent HR datasets from those institutions. This raises concerns about comparability, potential misclassification, and bias in difference-in-differences estimates, as universities may differ substantially in structure, contracts, and salary scales.

References

They did not and could not obtain HR data from the RRG universities and so again, it is not completely clear that a fair comparison was made given the differences across these diverse universities.
